I think that it's fairly well understood that GRASS provides only weak vector 
support, but there is a difference between having "weak" support and 
packaging modules that don't work or don't work right.

I guess we could argue about what is and isn't release critical.  From my 
point of view, any known problem that prevents any packaged module from 
operating or operating as it is documented to operate should be considered 
release-critical. 

Of the problems I pointed out at the beginning of this thread I think that at 
least three have not been addressed:

1)  v.make.subj dies on a segmentation fault.  
2)  v.merge is unusable because of 1)
3)  v.out.shape does not export lines.
