[GRASS5] A naive opinion on how grass *should* work

This is obviously needed. People, (like myself), want the exact same
functionality for building small distributions made of subsets of
GRASS for platforms such as handheld computers that have limited
storage space.

While we're at it, we might as well settle on a single build system.

Someone has developed a build system that is compatible with GNU make
as a potential replacement for the current build system. Is there any
reason that going forward, (eg. for grass51), we can't just make that,
or something like it, the default? It would be so much nicer in
several ways.
