[GRASS5] CVS Service improvements

We switched to a new version of viewcvs (0.9.2) at the GRASS CVS.
Please note that you can download tarballs of cvs subtrees on the fly.
Obviously you should not recommend to use the feature intensively
as it probably will use excessive processing power and bandwidth
if used on big trees.

I'm also planning to install syncmail and replace the current
cvs-commit messages with it. It will add a diff of the committed patch
to the email.

I got a second request for a possibility to mirror the GRASS cvs tree.
Eventually I think about setting up mirroring with rsync.
Who else would profit from this?
