[GRASS5] Licence problem? SCS

Thierry,

The SCS (Soil Conservation Service), which is now called the Natural 
Resources Conservation Service, is part of the U.S. Department of 
Agriculture. By law, all U.S. Government software is in the public 
domain. Consequently, it is safe to use.
