I'm still working on it and still want to migrate more from the
CVS tutorial to the WIKI tutorial.

Meanwhile the lib/symbol/README should go (improved) into

 http://grass.gdf-hannover.de/twiki/bin/view/GRASS/GrassProgrammingHowto

Later it can be linked/copied elsewhere.
