[GRASS5] [bug #3769] (grass) update v.to.rast to include suport for GRASSRGB column

Subject: update v.to.rast to include suport for GRASSRGB column

Platform: GNU/Linux/i386
grass obtained from: Trento Italy site
grass binary for platform: Compiled from Sources
GRASS Version: 6.1-CVS

Wish Report: 
 
I thought that it might be helpful if the command v.to.rast could be updated 
to allow for conversion to raster based on the values in the GRASSRGB field. 
For example, a new raster will be created from a vector such that the new 
color rules will be based on the GRASSRGB column of the input vector.
