Francesco reminded us of above problem. I guess that we need
to create .in files of
lib/init/make_location_epsg_g57.sh
lib/init/epsg_option.tcl

How to write a test in configure.in to check for
/usr/share/proj/epsg or /usr/local/share/proj/epsg?
It will be similar to the NAD2BIN test?
