[GRASS-dev] i.points, i.vpoints now use G_parser()

I've written a TclTk replacement to i.points and i.vpoints that is in the
CVS (look under the file menu). I just need some help from someone to do a
module that will let me calculate RMS error. There are some other bells and
whistles I can add, but the RMS error calculations are the main item at the
moment.
