[GRASS-dev] catching tcl startup error

[IRC #grass, just now]

this was due to libgdal (etc.) not being installed (didn't install
frameworks package from William's site)


I suggest we catch this particular startup error so we can translate it
into a more meaningful comment to the user. It seems a common mistake.
