I have copied your file wingrass_sources.tar (which should be better
gzip'ed, btw)
also to
http://grass.osgeo.org/grass63/binary/mswindows/

Now we have there
* MSYS_Environment_080303.zip        03-Mar-2008 07:39   58M
* wingrass_sources.tar.gz            26-Mar-2008 01:39   28M

I feel that there is replication.
