The Tcl/Tk version of v.digit doesn't use lib/form; it has a local
copy.

lib/form is used by v.what and nviz. In 7.0, v.what only uses it to
generate plain text (format = F_TXT, edit_mode = F_VIEW), so the
dependency could be removed without much effort.
