 `init.bat.tmpl` has been renamed to `env.bat.tmpl` and it's currently
 installed into `$GISBASE\etc\env.bat`. There are only two files installed
 into `c:\osgeo4w\bin`
  * `grass$POSTFIX` by `make install` (shell script)
  * `grass$POSTFIX.bat` by `package.sh` (bat script)
