 The System for the Prediction of Acoustic Detectability (SPreAD) is a
 public-domain noise-modelling program for sound propagation based on
 weather, landcover, and topography. It has already been adapted into
 SPreAD GIS, an "open-source" (no license specified) noise model for
 ArcGIS. ([http://warnercnr.colostate.edu/~sereed/research/SPreAD-GIS.html
 Project site])

 A basic module for GRASS noise modelling could be developed based on this
 existing work, and AFAIK would be the first fully-open source noise model
 in a geospatial context.
