In a quick poll in my course the people (being R savvy) all voted for
separator=, also to keep consistency with R! (and GRASS 6 btw).
I would strongly suggest to change all fs= in GRASS 7 (several modules)
to separator= before it propagates more.
Bonus: no script breakage from GRASS 6 to 7.
