I found it in the mapset of the map I'm georectifying from (xy location). I was looking in the mapset I was working in (my projected location).

<div class="">It turns out that there is a file POINTS and POINTS.BAK. They have different formats. Reloading GCPs seems to call up POINTS.BAK. The GCPs are no longer visible on the maps when reloaded. I think you can still georectify, but you cannot modify
anything or recalculate RMS errors. </div>
