[GRASS-PSC] Proposal: "donate some money to squash your most annoying bug"

IT LOOKS A GREAT IDEA TO ME.

NOT SURE TO UNDERSTAND HOW DONOR(S) WILL PAY THE DEVELOPER THAT FIXED 
THE BUG....
I MEAN, MONEY ARE PUT ON AN ACCOUNT AND THEN TRANSFERRED WHEN THE TASK 
IS ACCOMPLISHED?
