[GRASS-PSC] PSC nomination: Martin Landa

Dear PSC members, dear Community,

I take the honour to nominate Martin Landa as PSC member. Martin is a top
contributor for GRASS GIS over the past years [1] not only authoring source
code but he also established the automated winGRASS build chain.
He also organized the last two GRASS GIS Community sprints [2,3], an
important event for the internal connection among developers, documenters,
bug reporters, translators etc. He is always helpful with users and his
efforts for the community are well known and I think don't really need
further words.
