[GRASS-PSC] New add-ons modules v.civil

Hi,

My name is Jesús Fernández-Capel, I have written a add-ons modules
for GRASS GIS 7.

- v.civil.road.py  - Desing roads, channels, ports...
- v.civil.topo.py  - Create and modific Points-Breaklines maps, and
triangulate,
                     using triangle with v.triangle and nn with
r.surf.nnbathy
- v.civil.tools.py - Road tools for use with v.civil.road
- v.civil.river.py - Export/Import geometry data to/from an 1-D
hydrodynamic model.


Those are python scripts, all features implemented have been
tested before submit them, and the code have been checked against the rules
defined in the 'SUBMITTING_PYTHON' file, but some errors or bugs can be
found.


I have read and will abide by the document RFC2 - Legal aspects of code
contributions.  I have an osgeo_id: jfc

I would be grateful if those modules could be added to the  GRASS-Addons-SVN
repository and therefore get write access to it, for continue with the
developenment.


There are also some things to do:
- Superelevation in curves
- Pavement section layers
- Reports: edges, earthwork volumes, ...
- Import/export edges
...
