[GRASS-PSC] Budget 2022

Few comments, suggestions:

1. regarding unspent money from 2021 - if I remeber correctly, past OSGeo board policy was that if a project does not request the funds the given year the funds stay with OSGeo (the funds
do not roll-over to next year - this happened all the time),
but it may be worth reaching out to Michael Smith to see whether he would transfer the funds allocated for GRASS in 2021 to our account, given that we want to cover the 2021 student microgrants
and that many projects probably did not spend much money last year as well. 

2. There is a separate OSGeo budget item for code sprints - there has always been some confusion about that, so let us keep it in our budget and see what the board says.

3. Given the limited travel opportunities we could budget maybe $500-1000 to cover registration fees for on-line / hybrid conferences beyond FOSS4G to give presentations
or workshops to promote GRASS GIS development and applications to broader scientific community if there is an interest to do it.

4. I think that the students microgrants are a great idea and we should clearly split it as $2000 for 2021 and maybe $4000 for 2022.
