[STATSGRASS] Raster time series and R - timezones?

Hi again,

(sorry if this appears a bit offtopic here, but the time series
business is quite GIS related).

The strptime() functions is in the source code at:
./src/main/datetime.c

Some if tests are lacking else statements, so I am not surprised
that R also accepts a tz="GRASS" time zone :-) On the other hand
it may be impossible to implement all existing names. Tests seem
to be done only for "GMT" and "UTC", other names are taken literally.
