QGIS friends :) decided to make language specific shortcuts.
Also because it gives us the ability to use the stressed letter in the
word, which makes the shortcut more intuitive in that particular
language.
We (translators) are also encouraged to make shortcuts in translated
messages even if they doesn't exist in the english string yet.
In QGIS managing shortcuts is much simpler because in the QT Linguist
we can see the whole dialog window and control duplicates.
In GRASS we need to check it back in the program itself.

True. That was one of the things discussed on the last QGIS hackfest.
