subdividing a vector file?

I have imported, via LTPlus and digitizing, several (6-10)  soil survey
mapped quads. The quads have been patched together into one
large file. Now I would like to subdivide the map back into
quads for data distribution and quality control by the SCS. By
doing this I hoped to eliminate all edge matching problems for
subsequent users of the data from the SCS. 

1) does v.mkquads do this or does it just make vector, region
files, and site files delinating each quad?

2) if the regions are made with v.mkquads, would v.out.dlg only
export the vectors within the current region?

3) would the vector file made from v.mkquads (assuming its only
the outline of each quad) using the region of each quad be
patched with v.patch over the combined soil map. This would mean
that all the polygons intersected by the quad boundaries would
have to be relabled.

4) the last option might be to convert the combined soil map to
a raster, mask out all but one quad, and convert it back into a
vector. This seems the less accurate.

Any ideas about the best way to attack this problem?
