incoming, outgoing

  SUBMIT and DOWNLOAD files to/from "INCOMING":

The "outgoing" directory has been removed from the GRASS
ftp site (moon.cecer.army.mil, 129.229.20.254).
All GRASS-related items in "outgoing" have been moved back
into the "incoming" directory.

Read/write permission to /grass/incoming has been restored;
you should be able to place all submissions to the GRASS ftp site
under /grass/incoming, and also download all contributions
from /grass/incoming, as in the past.

The systems administrator of the machine (moon.cecer.army.mil)
on which the ftp site resides, who recently had asked that
we maintain both "incoming" and "outgoing" directories,
has developed alternative security measures
and no longer requires maintenance of multiple directories.

I apologize for the recent directory shifting,
and any resultant confusion.
