Raster-to-vector conversion s/w

I'm looking for an inexpensive raster-to-vector
application that's either a stand-alone Solaris or
NT application, an ArcView extension, or something
that runs in ARC/INFO.  The application should be
able to extract man-made linear features (e.g.,
cut lines) from a high resolution TIFF image.  If
I were to build such an animal, I'd either use the
Spatial Analyst or Image Analysis extension, GRID,
or write something in VB.  Any feedback is
appreciated!
