Items not cp'ed to target directory...

Just recompiled GRASS and noticed the "all" part of the Gmakefile for
grass/src/libes/gis/ doesn't seem to work.  I was wondering if anyone
else was having this problem or perhaps it's a bug in make?

$ make -v 
GNU Make version 3.79.1, by Richard Stallman and Roland McGrath.

The files that don't get copied include gis.h, libgis.a, ellipse.table,
projections, FIPS.code, state83 and state27.  Perhaps I'm doing
something silly?

$ ./configure
$ make all
$ make install

??
