Bill, I've done a little playing around with XML output from the command
parser (which includes the module descriptions -- if available).  Anyway,
you can have a look at http://pweb.jps.net/~egm2/grass/xml/index.html and
http://pweb.jps.net/~egm2/grass/xml/html/index.html.

It ain't perfect (only programs with command variants that respond to 
--interface-description are present), but it covers most of the more 
commonly used stuff.
