The lock is obtained before the "Starting GRASS ..." message is
printed, so locking isn't the issue.

What happens next depends upon the setting of GRASS_GUI in $GISRC
(~/.grassrc5). In either case, you should be prompted for the
database, location and mapset. If GRASS_GUI is "text", this should be
done using a text screen in the terminal window; if GRASS_GUI is
"tcltk", you should get a GUI dialog (but there are known problems
with Cygwin's Tcl/Tk package).

In light of your previous messages, I suspect that your Cygwin
installation may be broken. If this is the case, it's doubtful that
any version of GRASS will work.
