	./configure --with-gdal ...

The --with-gdal switch should force r.in.gdal to be linked directly
against the GDAL library, rather than loading it dynamically. I
haven't tried it on Cygwin, so you might have to modify Gmakefile
manually (gbgetsymbol.c and gdalbridge.c are unused when linking
directly).
