[GRASSLIST:3650] compilation problem in grass0pre3

Dear Grass user ,
                  When I try to install grass0pre3 is showing following
error .

configure: error: *** Unable to locate PostgreSQL includes.
-------------------------------------------------------------
Cannot we install without PostgreSQL .
