I'm getting the same thing (building RPMs for Mandrake 8.2/cooker - 
almost ready ...), and I have a patch against the Makefile.in, which 
adds a ';true' after then end of the line above to make make happy.

But it seems make is not doing the right thing with the locales? It 
looks like you will only be missing Russian though ....
