That will be the PostgreSQL client library.

The instructions for making binary distributions of GRASS explicitly
state that NVIZ should be built *without* PostgreSQL support. It
appears that whoever built that package failed to follow the
instructions.

You need to install Cygwin's "postgresql" package.
