Multiply it by 100 or 1000 or whatever is convenient, prior to doing the 
analysis

Use r.to.sites and a raster layer for your input sites

I don't recall that being a problem---can you convert them to zeros with 
r.null though?

I agree it would be really good to get r.cva into GRASS---it is a really 
excellent module.
