It's just a text file in $MAPSET/vector/$VECTORMAP/hist

just like the raster one is in $MAPSET/hist/$RASTERMAP

(but raster hist is currently limited to 80 cols x 40 rows IIRC)


One day you can use v.support to add text to the vector history, but 
that module doesn't exist yet. Just use a text editor for now.
Maybe not a good idea, but I think it should work ok.
