I had no problems to do exactly this. Did  you select the right ttyUSB0?

gpsbabel -i garmin -f /dev/usb/ttyUSB0 -o gpx -F /tmp/garmin.gpx

#both W and T
gpsbabel -w -t -i garmin -f /dev/usb/ttyUSB0 -o gpx -F
garmin_france_2005_traces_way.gpx
