Something Frank said on the PROJ list recently kind of hinted that there 
might be some new programmatic way of finding out about the parameters 
needed for different projections:

But I haven't had time to investigate it.

Yes g.setproj is interactive only so can't be used from a shell script. 
g.proj has become quite versatile in creating new locations from various 
sources of projection information; have you looked through the examples in 
the g.proj man page?
