I tried it out, but it would not help :-/

GRASS 6.1.cvs > env | grep ^L
LC_MESSAGES=cs_CZ
LANG=cs_CZ
LANGUAGE=cs_CZ
LC_CTYPE=cs_CZ
GRASS 6.1.csv > db.connect -help
[english]

help to db.connect should be translated (after cvs-web interface)... 

is there anyone, who can use cygwin (and GRASS on it)
with locale?
