Grass Choper,

The ogr_formats.html document was wrong ... creation of DGN files *is*
supported with OGR.  The lack of georeferencing really just means that
spatial reference systems are not supported for DGN.  That means you can't
find out the coordinate system from the file itself.

There are various limitations to DGN support, including that it only applies
to pre-DGNv8 files.
