It's a choice of the CVS masters. I would welcome its inclusion in the 
standard makefile.

You should also copy a file:
cp 
grass-6.1.0/scripts/v.in.gpsbabel/grass_write_ascii.style /usr/lib/grass/etc/
This would be solved during normal compilation.

Have a look to the owner and group; often they are root.dialout. In this case, 
just "adduser username dialout" would do.
