Hi,

I have written a draft document
 "Potential Tasks and Responsibilities of an umbrella GFOSS Foundation"
 http://grass.gdf-hannover.de/twiki/bin/view/GRASS/GeospatialUmbrellaFoundation

in the GRASS Wiki.
Inspired by Tyler Mitchell's documents I have tried to generalize
the idea and to add missing points such as promotion of free spatial
data (problem at least in Europe), free spatial formats etc.
