Maybe Cygwin is a bit improved now? Did you try 6.2.1? We have made
the install a bit easier now with good automatic dependency hinting.

It still takes a little time to install, but should be much smoother- it
might be worth the trouble of re-testing on 1 machine.

If all Cygwin, Linux LiveCD, experimental 6.3 Native versions don't
work, there is some access to the GRASS toolbox in QGIS 0.8 for Win?
