[GRASS-user] Missing an OS GIS Server

I'm sorry for having not made a clear question.
What I mean with GIS Server, is a platform for the deployment of
distributed GIS tools. As a parallel, Arcgis Server can deply ready to
use tools for editing, data processing tools, as client-server
applcations usable in mobile applications, browser based interfaces,
etc.
It centralizes the application model and business interface, and
distribute it to light clients, or other desktop applications.
Such a kind of server is increasingly requested by agencied
distributed on the territory for example.
It's something far beyond a map server!
So, my question was: is there any project, in the og gis community,
dealing with this?
The second question is, how to convinve agencies to use OS software if
they're looking for such solutions?
