Ah; useful information at last.

Yep, it looks like that change broke it (it works if the directory
already exists).

It should hopefully be fixed in r31416 (trunk) and r31418 (6.4
branch); please test.

The original change (r30948) wasn't backported to 6.3, so that isn't
affected.
