there would be a 64-bit-build-environment (http://mingw-w64.sourceforge.net/) available as starting point.

but also all the dependencies and requirements (gdal, proj4,  etc etc; http://grass.osgeo.org/wiki/Compile_and_Install#Prerequisites;
http://grass.osgeo.org/grass64/source/REQUIREMENTS.html ) should be availabe in a 64-bit-build-environment on windows.

so it's a matter of (time, technical) ressources to set up a 64-bit-build-environment. volunteers are welcome.
