No. AFAIK all ncurses based interfaces have been removed.

You can use the -c flag to create a new mapset or even a new location:

grass70 -c /data/GRASS/DATA7/nc_spm_08/mynewmapset

grass70 -c EPSG:31370 /data/GRASS/DATA7/new_location/new_mapset
