If I remember correctly, one reason is the use of DYN_LIB path in
GRASS. 

The reason is not the writing into these protected directories. I
managed to compile and run grass 7.1 dev (including GUI) using homebrew, but it required
many steps of ignoring errors, make, make install, make, make install as
the directories where the compiled libraries are found were somehow not
available during the compilation process. And the source directory as
well as the compiled and installed files are needed for running GRASS. 

So I would say it is more a structural problem (how GRASS is compiled, installed,
how paths to libraries are passed, ...) and not a problem of GRASS not
running on El Capitan.
