In the GUI Map Display window, there's a button at the top to add
map elements. One of them is a legend. That might be what you want.<br>

Yes, it *is necessary* to put all layers into the same
projection/LOCATION. GRASS does not do on-the-fly reprojection. You
have to project the vector using v.proj from the other LOCATION into
the same LOCATION as the raster. <br>
