This will be a problem of your web browser which renames the
package when downloading.

try:

http://grass.itc.it/grass5/binary/mac_os_x/grass5.0.0_powerpc-apple-darwin6.1_bin.tar.bz2
-> the extension is .bz2 which is also accepted.

Before downloading another time, try

file grass5.0.0_powerpc-apple-darwin6.1_bin.tar
which should report soemthing like this:
   grass5.0.0_powerpc-apple-darwin6.1_bin.tar.bz2: bzip2 compressed data, block size = 900k

If so, just rename the file to
grass5.0.0_powerpc-apple-darwin6.1_bin.tar.bz2

and install it.
