[winGRASS] Cygwin gcc compiler for long double use resolved

Wingrass list,

If you upgrade the cygwin for the latest binutils and
cygwin dll, you will fix a bug in the use of long double
using Cygwin.  See binutils-20020706-1.tar.bz2 and 
cygwin-1.3.12-2.tar.bz2.  The fix applies for any
of the current gcc compilers.  The assembler is 
upgraded in the binutils (July 5th) and cygwin1.dll
(July 6).
