OK; I had forgotten about that. FWIW, fork() is *still* broken on
Win98.

However, if I use the __W98__ version of mon.start, I don't have any
problems (other than the warning message on the first attempt, which
is to be expected). This is with the CVS HEAD, Win98, Cygwin updated
yesterday (everything except gcc, which is still 2.95.3-5).

To be honest, I consider it a minor miracle that so much of GRASS
actually works at all under Cygwin. In the longer term (i.e. 5.1), we
really need to stop relying upon Cygwin (which will *always* be flaky)
and start making GRASS portable.
