This error usually pops up when GDAL is somehow broken on the
system.

what does
g.region -p
say? You would need to go to the command line of GRASS for this:
http://grass.osgeo.org/grass63/binary/mswindows/native/#Launching%20GRASS
-> Click on this icon to launch GRASS in text mode on the Windows command line.
